Xiamen Customs recently processed China's first expedited duty-free review under the "one-time approval, multiple uses" model for imported maintenance materials of common aircraft parts for HAECO Xiamen.
This marks the implementation of another enterprise-friendly policy by the General Administration of Customs (GACC) to support the aviation maintenance industry, with Xiamen taking the lead in its adoption.
Since May 30, 2024, the GACC has officially implemented the duty-free "one-time approval, multiple uses" model under policies for integrated circuits and new display devices.
On March 21, the GACC expanded this model to cover imports under preferential tax policies, including aircraft materials for civil aviation maintenance, imports of major technical equipment, and goods imported under policies supporting technological innovation.
Under the new model, companies can now apply for centralized duty-free review and approval of frequently used materials based on their annual import plans. For subsequent actual imports, they can directly select pre-approved items from the system, which will automatically issue a "duty exemption and reduction confirmation notice" after review.
This approach effectively addresses urgent situations such as short clearance windows for arriving aircraft parts and tight deadlines for duty-free applications.
